Hong Kong Adoptions

Hong Kong, located in Asia, is a Hague Convention Country and adoptions are overseen by Hong Kong’s central authority, the Director of Social Welfare. 

Alliance For Children can facilitate adoptions from Hong Kong for families in 24 U.S. states. Alliance is licensed in Arkansas, Connecticut, Florida, Massachusetts, New Jersey, New York, Pennsylvania, Rhode Island and Texas. We coordinate with partner agencies to serve families in California, Colorado, Georgia, Illinois, Indiana, Iowa, Kansas, Kentucky, Missouri, Nebraska, Oklahoma, Oregon, South Dakota, Washington and Wisconsin. 

The first step is filling out an application and starting your home study. If you live in a state in which we are licensed, we can complete your home study. Alliance for Children partners with Holt International and Nightlight Christian Adoptions for the home study if you do not live in a state in which we are licensed. 

When a family is home study ready, we will assist in filing for USCIS approval and completing an application and dossier for Hong Kong. Our program coordinator will guide you through the process. Once we identify a child who may be a match for your family, you will receive the child’s referral information to review. If you wish to move forward, your home study will be presented to Hong Kong for consideration by their matching panel. If you are the family selected to proceed with the child’s adoption, your dossier will be submitted to Hong Kong’s Social Welfare Department for matching approval. Should you decide to move forward, your application dossier will be sent to Hong Kong’s Social Welfare Department for matching approval. Once approved, the court proceedings will take place and you may file for your I800 with USCIS.  You will then travel to Hong Kong to complete the adoption in country. Adoption Questions

Married heterosexual couples and single applicants at least 25 years old may apply. Applicants over age 45 will need to be open to adopting an older child. At least 3 years of marriage is required for couples. If a couple has been divorced, 5 years of marriage at minimum is required. Single applicants should demonstrate a good support system and childcare plan. Parents should have at least a college-level education, be in good health and have a stable income. All families are approved on a case-by-case basis. 

Children of all ages, up to age 15, are available for adoption. Hong Kong is a waiting child program. The children available have special needs of varying degrees, which may include medical and developmental conditions, and / or complex histories

One trip of approximately 1 week. Families receive guardianship of the child from the Hong Kong Court and then must finalize their adoption in the United States upon their return. Upon finalization, families may apply for the child’s certificate of citizenship.

Waiting Children program

Waiting children are children who are already available for international adoption and are waiting for their forever families. These children are considered by the central authority in their country of origin to be difficult to place. That can be due to the child’s special needs, age or that they are part of a sibling group. Alliance for Children is committed to helping find these children a family that is best equipped to meet their needs.
